The best OS is a matter of opinion based on which Duo, amount of memory and hard drive space, so I doubt you'll find a definitive site to tell you that. It also depends on what form of PPP you'll use to dial out as some of them weren't supported on 8.1.
7.5 is a free download from Apples (http://asu.info.apple.com/swupdates.nsf/artnum/n11258) , 8.0 can be found from resellers like Small Dog, and on eBay.
Clarisworks (now Appleworks) worked fine for me. You can get a trial version (http://www.apple.com/appleworks/free.html#trialsoftware) Or you can kill two birds with one stone and get the MacOS 7.6 system disk off eBay which includes Clarisworks 4 (free upgrade to 5) which includes the last free version of DataViz, a very extensive Mac to PC file converter.
If you're using the Duo as a road machine to generate stuff for the office PC, consider using one of the free "file parking" sites (for lack of a better term), http://www.i-drive.com/ is one. That way you can upload your data while on the road to a free server and download it when you get back. As mentioned, if you can find a ZipPlus, it's a great cross-platform Zip drive which plugs into your Mac's SCCI and the PC's parallel port using the same cable, with no fuss whatsoever.
