First of all because a DRAM expansion card bigger than 48M (+8M) to fit 
into the duo series' expansion slot was never manufactured.
Also Apple specifies different max. RAM levels for their different models 
of the duo line. This may have to do with the cards available at the time 
the respective models came out, but most likely  as well with the 
different CPU�s capability (depending on ROM and Memory Manager) to 
address RAM - would be interesting to see whether a 48M card would work 
e.g. in a PB Duo150.
BTW thanks for pointing me to macsolutions.com - they do have the 48M 
expansion, although at the soaring price of $325..
