The 'fix' is incomplete.  The flicker is due the wire which you 
rubber-banded intermittently losing contact.  When this happens, the PB
becomes battery-powered instead of AC powered, and you see the screen
flicker.

A more permanent fix requires opening the power supply, cutting out a
section of the wire where it is internally broken (this happens right where
the wire enters the power supply), and soldering it back together.
