I'd trash it all, expecially anything VPC lurking in your system folder, restart with minimal extensions and control panels and try it again. Turn Virtual memory off just for good luck, and make sure you've updated the VPC application to at least 2.1.2. before you start it up.

I think your current install is reading a previously unsuccessful VPC system prefs file still in your Prefs folder.
