What I used to do with Nicads when I raced radio controlled cars was 
to shock old batteries to life with a high amperage pulse.  Also 
reflex pulsing ( +ve then -ve) pulses sometimes helped revive old 
tatered batteries.  Now, I don't think you should follow this advise 
because any external charging like this might fry the internal 
circuitry of the battery.  But if it were easy to rip the cells out 
of the batteries you might try finding a high tech hobbyist nicad 
charger.  Also, if it were easy to rip the cells out, you could buy 
new ones in bulk and re-build the bateries your self.  Of you might 
be able to say contract out the rebuilding of a number of batteries 
to a place like BTI batteries.

Like you say though, they have been sitting empty and may have just 
self destructed.  They are probably nearly useless  =(
