Unless I am mistaken (and I often am), the combo drivers are incompatible
with OS 9, so stick with 8.6.

BTW, you do not need any drivers to run stand-alone modems, so perhaps you
can use the modem part right now by simply selecting your modem script in
the Modem control panel.
