You know, it may be that these problems could be corrected by pushing the
CUDA reset switch.  A TIL article mentions that the CUDA can resolve
problems following a hardware change.  I don't personnally know where inside
a Duo the CUDA switch resides, but it is a red reset switch.  Don't know
that this will cure powermanager problems, but after all else seems to fail,
it would be worth a try.  

I am a bit loathe to open up my 280c again to look for the CUDA.  I have no
problems getting it apart, but one devil of a time trying to get it back
together.  If anyone has suggestions on how to re-assemble the case halves
in a reasonable manner, please let me know.

Try a powermanager reset by holding the rear powerbutton for about 
60s.  Alternatively, unplug it and remove the battery for about 1-2h. 
try again.

I am currently having problems getting my 2400 to recognize a G3 
card.  Works fine with the 180 card, so if you don't have any luck 
try putting your 180 card back in and see if it will boot
