I'm running various versions of Anarchie and Fetch as well as various built in ftp uploaders, and I seem to have the same problem in all of them. (I can delete and list servers and files, I just can't upload more than about 8 in a row). I'm going to try a reinstall again just to check, and I have a copy of OS9 on my external that I might try out - unfortunately I'm away from the office again now so I can't use the network to test. (It uploads fine using my TDK modem so I think it's something to do with the card itself or my system...) Later.
