This is probably not the problem, but I got the identical symptoms with a dead PC card in a slot... It took a while for me to realise that this was the problem, and once it was removed, it worked perfectly. Apparently the 2400 doesn't report bad PC cards like other powerbooks, it just sits at the happy mac and does nothing... anyway, hope this helps someone.
