I am running Netscape 4.07 on a Duo 230.
The needed software is the Code Fragment Manager according to a Usenet
posting I read a year or so ago.
As a result I installed the CFM and Netscape 4.07 with 128 bit
encryption. It has been running fine since then.
My recollection is there is a complaint from the Netscape installer but
if you override the complaint everything installs fine.
