It depends to a degree on the system version.  I loaded 7.6.1 on my 
recently aquired 280c and the modem wouldn't work.  John and 
Alexander got me pointed part way.

280c/7.6.1 combo needs Apple Telecom 2.3.3 and GeoPort-EM 3.0 loaded 
_in_that_order_!  There are links to them on that URL.  Now the 
Express Modem works fine although need a proper init string for 
FreePPP.  If I get it right you don't need the Apple Telecom with 
system 7.5.  Hope this gives you a useful place to start.
