Yeah, it is called some achronymic version of "reset power manager",
RstPwrMgr I think... I remember having a devil of a time finding it
after several tries pushing the button (280c, OS7.6.1) for the
requisite "30-45 seconds" (artnum/n14449) to no _apparent_ effect.
Unfortunately, I can't say the software did any better! If you can't
find it, contact me off-list.

There is more here than appears, at least in the case of my 280c. I
think the power manager code can get scrambled so that a reset cannot
be effective and imho a failing pram battery might be involved. The
clue for this comes from artnum/n14449 where-in it says that you can
"reset the code" [as dstinct from resetting the PM] by removing _all_
sources of power for ten (10) minutes specifically _including_ the
pram battery. I am currently working up the nerve to try this,
spurred on by a failing keyboard (note missing 'i's) and an 'f'
version sitting in my 210 Sparepartski. I've never cracked a Duo
before - I've done SEs..... I figure it would make sense to have a
new, or _known_ good, pram battery on hand. Thoughts, anyone?
