a number of things could be at work here, not the least of which is your 
amount of installed memory, which you described as...

...which, if one stops to think about it, is a bit low.  ;-)

seriously, though, here's what may help:

trash the following three prefs files:
- AppleShare Prep
- AppleTalk Preferences
- ASLM Preferences

then reboot, and reconfigure your appletalk, and reselect your server via 
chooser (or favorites, or network browser).

if it's corrupted preferences, removing those three prefs will re-enable 
your successful appleshare access and downloads.

if you're accessing your appleshare server -- i'm assuming it's asip or 
personal file sharing, and not winN(o)T -- via tcp/ip, you might want to 
record your settings first, and then trash your tcp/ip settings as well.  
be sure to check *all* of your configurations for both your appletalk and 
your tcp/ip control panels before you trash your prefs.  i usually 
document the configurations with screen caps, and then store them in the 
utilities folder for ready access....

if those steps don't help, then you may want to reinstall open transport 
via the mac os system cd, or even via the 8.6 updater.  as always, be 
sure your hard drive is backed up before running system installers (heck, 
make sure you're *always* backed up...).
