Has the dock worked before? This behaviour can be a symptom of the
notorious C28 capacitor in the power supply failing - the next stage on
from the so-called "tick of death". It's a cheap repair to do yourself, but
you'll want instructions (illustrated version at
http://zimmer.csufresno.edu/~cleary/computers/duo.html - bizarrely showing
and describing the wrong capacitor, but otherwise invaluable).
