Follow-up Comment #1:

This is a case where you need to login as a user that does have write access
to their own directory, and read access to everyone else, or use root to do
the backup so that you can access all the files.  Your workaround may work,
but I'm not sure of the side effects it may have, such as ownership of .gnupg
files by other_user in the '/correct/permissions/directory' below.

Sorry, but this is a simple permissions problem, not a problem in duplicity
itself.
