Details:
Here's a patch to add a log.ErrorCode for all FatalError calls.
It also changes the 'code' argument to log.FatalError to be required, so that
in the future, coverage will remain complete.
Finally, I changed a couple FatalError calls to command_line_error calls,
since they seemed to match other uses of command_line_error.
