Details:

If --dry-run is provided and the backup would be incremental, there might not
be a final log.Progress call.  This is easy to reproduce on an incremental
backup with no changes.

Without --dry-run, there is always at least one volume, so log.Progress will
be called.

But --dry-run should guarantee a capstone progress log by printing one when
it is done.  Attached patch does so.
