Did duplicity output any traceback or anything past the two lines that you
extracted from the log? I'm not sure what Tainted means, but it might be
helpful if you would try this:
cat /var/db/pkg/net-libs/libpcap-0.9.8-r2/libpcap-0.9.8-r2.ebuild
/dev/null
just to see if there's an issue with the file itself.
What distro/version are you running?
What command line?
