Follow-up Comment #1, bug #25403 (project duplicity):
The fix is to reverse the change submitted by Simon Blandford for 0.5.06 to
try to fix the "gpg: [don't know]: invalid packet (ctb=14)" bug.
The attached patch reverses the previous fix.
