I mostly do like the Gnus debian package. On my system, the .el files are under /usr/share/emacs/site-lisp/dvc/lisp and the .elc are under /usr/share/emacs/22.0.50/site-lisp/dvc/, both are in load-path, sources are last. Do you want the .el files to be added at the same place than the .elc?
