It does work now for me with the following setup:
(setq bzr-mail-notification-destination
'(("dvc-dev-bzr" ("[commit][dvc] " "[email protected]"
"http://xsteve.nit.at/dvc/";))))
M-x dvc-changelog, hit M to compose the message
