I haven't thought about this much (with no proper implementation of xmtn-dvc-status, xmtn doesn't have this problem yet), but I like the idea of moving as much work as possible into the backend-independent DVC code. If logic like this needs to be implemented separately in every backend, there's little value in a common DVC infrastructure.
