Just to be clear on the policy on using dvc-split-string instead of
split-string:

    We should use dvc-split-string _only_ when we need the third
    parameter to be non-nil.

    Otherwise we shoud use split-string.

Correct?

And a related question; what versions of emacs are we supporting?

The same question is relevant for the backends.
