Define dvc-buffer-refresh-function as buffer-local
It is annoying to have to write (set (make-local-variable 'name-of-var)
val)
every time the value is set.

Update the webpage, especially w.r.t. git support
* www/index.html: Remove cogito and bazaar-ng from keywords. Capitalize
some VCS names in keywords. Mention that we currently support git. In
the architecture table, replace Bazaar with tla and Bazaar 2 with
Bazaar. Add Stephen as a Monotone contact. Add myself as the primary
git contact. Indicate that xgit supports the status, diff, log, and
commit functions.
