Add policy statement to dvc-emacs.el, dvc-xemacs.el. Clean up some. Add
xmtn-diff derived mode with menu.
* lisp/dvc-defs.el (dvc-prompt-active-dvc): Improve doc string; user
should restrict dvc-select-priority to back-ends actually used when
this is t.
(dvc-completing-read-function): Improve default; only set to ido if ido
is enabled.
* lisp/dvc-emacs.el: Improve header comments; add policy statement.
(delay-mode-hooks): Delete; not used in DVC code (it was used in an
experimental branch, but not anymore).
(redisplay): Change to dvc-redisplay, merge implementation from
xmtn-compat.el.
(dvc-ewoc-delete): Move back here.
* lisp/dvc-register.el (dvc-current-active-dvc): Change value of options
to be compatible with ido-completing-read.
* lisp/dvc-ui.el (dvc-find-file-hook): Improve doc string.
* lisp/dvc-utils.el (dvc-ewoc-delete): Move back to dvc-emacs.el,
dvc-xemacs.el.
* lisp/dvc-xemacs.el: Add policy statement, dvc-ewoc-delete.
* lisp/tla.el (tla-find-file-hook): Improve doc string.
* lisp/xmtn-compat.el (xmtn--redisplay): Move to dvc-redisplay in
dvc-emacs.el.
