Improve some error handling, add diff commands to menu in dvc-revlist.
* lisp/dvc-register.el (dvc-apply): error out if user provides a non-DVC
directory.
* lisp/dvc-revlist.el (dvc-revlist-mode-menu): Add diff single rev, diff
to workspace.
* lisp/dvc-utils.el (dvc-read-project-tree-maybe): improve handling of
nil root.
