More debian update: make DVC more lintian compliant, only copyright notices are
missing.
* debian/changelog: Single entry for new package.
* debian/control (Depends): Add emacs22 as first emacs alternative.
* debian/copyright: Update the copyright.
Add the complete list of contributor from docs/CONTRIBUTORS
* debian/dvc.docs: Use debian/copyright instead of COPYING.
