That's why we have the Premium Paid account (it's essentially like purchasing the extra userpic add-on, along with some other higher limits) -- the extra-userpic add-on on LJ was a shambling horror grafted on top of the existing payments code, and since the LJ payments system is not Open Source and we have to write our own, we chose to do it this way instead. In the future we'd like to implement other ways for people to get additional userpics -- since I know that's the most commonly requested feature -- but as Mark just mentioned, people will never be able to purchase just userpics without a corresponding paid account. For why we rejected a-la-carte pricing, we have an answer on our Business FAQs wiki page: http://tinyurl.com/dy7sv4 With the userpic limits, that's the most significant example of us being conservative in what we can offer. It's entirely likely that we'll be able to up those limits, but we don't want to overpromise and underdeliver.
