I don't think it's a question of "if DW is going to have the capability", because DW does have the capability -- Loudtwitter works through a client interface or by doing post-by-email, and DW would have to actively work to block Loudtwitter without disabling that client interface and post-by-email.
I personally am of the opinion that an option specifically to force a cut on one's friends page *solely for Twitter-posting* would be a little silly, and not fair to people who don't care either way about Twitter, but have some other keywords that they're equally passionate about really not seeing.
