Okay, it looks as though WAI-ARIA *may* have some options for making the skip-this functionality accessible to all, which would work in parallel with rather than on top of the scripty stuff. This makes the not-reloaded collapsing option seem more possible.
So what I need now, in addition to anyone with helpful cookie-using experience, is to know whether there's anyone out here who is more familiar with WAI-ARIA than my passing perusal of the specification.
