Add DW_LANG_Quxlang
## Background
A new programming language named Quxlang is in development, and has
progressed to the point where it is generating linked binaries,
but does not have it's own language code yet.
## Overview
Add a new language code for Quxlang.
## Proposed Changes
In
Language and Version Codes
add:
DW_LANG_Quxlang, <assigned by committee>, default lower bound = 0
In Language Names, add:
DW_LANG_Quxlang, Quxlang
