Well after looking into several WM and a few terminal implementations I conclude that dropping the fontset if there are missing subsets is not done in general. This might solve the issue of having to install yet another XLC_LOCALE, however, I'm not sure yet, why the firefox title when accessing www.nic.ru is not cyrillic with terminus font for me. I also noticed that if one does not invoke: setlocale(LC_CTYPE, ""); before creating the X fontset, no UTF-8 capabilities will be present (that sucks badly, but it seems one has to setlocale(LC_CTYPE, ""); to make sure that the system environment's locale is used, regardless if locale.h or Xlocale.h is used, both have the same effect).
