Tags != workspaces.
You can use them as such, but they aren't the same. In dwm, there's
only _one_ workspace. (de-)selecting certain tags influences what
windows are (not) displayed in that workspace. Since you can select
multiple tags for viewing at the same time, having a layout "per
workspace" would imply you'd have to keep a layout for every possible
combination of tags a user can select. Have fun doing that when there
are 9 tags (like in the default setup)...
Of course, you're free to use whatever hack people come up with if it
suits you, but I doubt it'll never go into mainstream dwm, simply
because it collides with the tagging approach.
