seltag[] could be a _DWM_CONFIG on the root window, though I'm not sure if that makes sense. However clients[] and stack[] is impossible, because both have a totally different order and in X there is only one window tree order. dwm should keep the layouts nearly untouched during restarts if the master is selected or if floating is your default layout. Well, I think a good compromise would be to store seltag[] (which should be renamed as well to seltags[] if that isnt done yet) and the layout index as _DWM_CONFIG on the root window.
