I have worked several VU's on 30M, dating back to 2000.
To the best of my knowledge, 30M is still not 'fully authorized,'but in or before 2000, the Indian government granted 'temporary authorization' for both 30 and 6 Meters for 6? months. Apparently no problems resulted from the amateur activity and this authoriztion has been renewed regularly.
At present, the only countries where 30M is still unauthorized are A4, HS, and 5Z. ALL 3 WARC bands are still unauthorized in HS.
