IF they had permission to be on the island, why didn't they
just show the paperwork to the policemen and continued the
operation until they had run of of fuel for the generator?

You know, it would appear that this was not an authorized operation, and
so will be not acceptable for DXCC. Seems like a lot of folks may have
spent a lot of time for nothing.
