It is legal in France, but thankfully 99.9% of the French do not even
attempt to use SSB on such a small band.

Absolutely. Many I believe. Our FCC is in the minority of 
communications authorities which legally control where amateurs can 
transmit each mode. In many countries it's a matter of custom and 
self-policing.

Correct me if I'm wrong, but I think SSB is legal in the UK on 30M for
example.
