Actually he can use the "Trusted QSL" program (which is needed anyway to sign the LOTW entries) to enter the contacts. It's a two-step process in that you first need to enter the data and create ADIF file after which you sign the file to create the .tq8 file which is then uploaded to the LOTW web site. I used that method to enter several years of paper logs I had from before I switched to computer logging. Trusted QSL is freeware and is available for Windows, Macintosh and Linux computers at <http://www.arrl.org/lotw/#download>.
