Not at all. St. Barts did not become independent of France on 21 Feb 2007. It merely changed status within the French nation. The DXCC rules clearly state that a political entity is defined by one of three criteria: 1) membership in the UN 2) Allocation of a callsign block by the ITU 3) being a locally administered territory with a permanent population located more than 800 km from its parent. To qualify as self-governing, the entity must be listed on the US Department of State's list of "Dependencies and Areas of Special Sovereignty" of the UN List of "Non-Self Governing Territories." For St. Barts to change status from part of the FG "department" in France to an "Overseas Collective" did not qualify it as a "political entity" under the DXCC rules. The "qualifying event" occurred - when it was added to the US Department of State list on December 14, 2007. As far as the rest of the world is concerned, a change in administration from Guadeloupe to St. Barts has no effect on a territory that is otherwise part of France. The change from part of one Department in France to a Collective had no effect on the status of sovereignty. It's all quite simple and straightforward - you need to play by the rules.
