You could ask the ARRL DXCC desk.
It's usually March 30, but my recollection is that they moved it back to
December 31, 2007 this year so that people could get their #1 credit without
having worked/confirmed St. Barts.

Good idea! I did and Bill Moore said it's Dec 31 for 2007 and St. Barts
will not be included until the 2008 listing in 2009.
