Here is the answer I received from another clerk on a Postal Forum. It deals 
with the POS system {the windows system in larger offices}.
"There is a key on the POS, Foreign Exchange Key that you use to do the 
transaction. Round date the coupon, put it with your stamp stock, the coupon 
will be counted as a stamp, when the PM returns stamps that are no longer 
saleable, they will return the IRC to get credit. Close out in the evening as 
you normally do, it does not affect the deposit."
Go to your PM armed with this info and it should help.
For IRT or Manual offices it should be no problem, they can just do the 
exchange and do not have to enter anything at that time in the system.
