It has been pointed out to me that all IEEE material is copywrite protected which I should have known.
Therefore I withdraw my request for the document sought.

Don't forget the "Fair Use Doctrine" which allows copying for educational and single use of portions of a copyrighted magazine. I seriously doubt copying an article would violate copyright in this case.
The Copyright Act of 1976 (amended 1992) allows copies for
1) news reporting 2) for teaching purposes 3) as part of scholarship or research
This certainly falls into two of these categories.
