Bud, K3RLY, moved to Virginia in the early 1980s and changed his call to one with the #4 in it. I lost track of him in about 1984, but I did later hear that he was SK.
 
I have the KS4BH QSL from 1972 and the QSL Manager was K3RLY as you stated, but the card showed that the operator was Leo Garcia, W6MTE. Leo was with the US Weather Bureau in Silver Spring, MD.  Maybe you can trace him somehow.
 
I also have the VO9M/F QSL from 1972, but the card just has QSL via VQ9M hand written on the back next to the report section.

K3RLY belonged to Belford D. Kellam of 35 Allview Drive, Ellicott City, Maryland. Searching the net, I found a genealogical reference to a gentleman of this name passing away in 1972.
