NG3K's Announced DX Operations page says that some of the off-duty TO4WW ops will be operating TO4E during the CQWW as a QRP entry.
That was based on a message I received a week or so ago. In this week's OPDX, it is said that TO4E will operate WARC during the contest. At this point, I really have no idea what their plans for this callsign are.
