Jack points out the similarity of RA2FCM to the home call "RA2FM" I copied from 
the 3CAK station. I
might have gotten it wrong.

In spite of the name difference, please note the same "zip" number and similar 
address info to what
was posted on the QRZ.COM website for 3CAK:
VLADIMIR ARSENIEV
GAGARINA 14-A, ROOM 1
ZIP 238530-ZELENOGRADSK.KALININGRADSKAYA OBL
RUSSIA

3CAK has reportedly mentioned IK2IQD as his QSL manager. I e-mailed Flavio 
today asking for
confirmation, and if/when I get an answer, I'll post it here.

Perhaps the mystery is getting closer to being unraveled. Time will tell. As 
Bernie McClenny W3UR
(who ought to know) says, it may be best to wait until more is known before 
sending QSL requests.

I just worked 3CAK on 20M 5-9 both ways and asked him for his home call. He said very clearly his home call is RA2FM..( I asked him for phonetics and he gave...romeo alpha two fox mike).

Yesterday he said his name is Vlad and directed me to his address on QRZ.com. There I found the following:
Vladimir Arseniev
c/o 238530 Selenogradsk
Kaliningrad Oblast


So far, so good. But rumors persist that he is a "pirate" or in some other way not a legitimate operation. Does anyone have the resources to check out his home call and cross-reference to the above address? Or perhaps check with someone in Kaliningrad who may know him? It would be great to put the rumors to rest... or confirm them.
