I believe Yap "switched teams". If the card says Western Carolines, then the DXCC Desk should give you credit for Palau, T8. See this QSL card:

I have a card from KC6SZ in October 1979 that says "Yap, WCI". I received DXCC credit for mixed, mode (CW) and band (10 meters).

I copied the ARRL DXCC desk.  I'll pass on whatever I receive from Bill.
