This is similar to the Panama Canal Zone before it became a part of Panama.  You could not send a letter outbound with U.S. Postage on it (except through the APO/FPO).  The U.S. Ham license was not valid in the Canal Zone  but you could get the Canal Zone license without exam if you had a valid FCC license.
 
     A baby born in the U.S. (i.e. Alabama) is automatically a U.S. citizen but a baby born in the Canal Zone was not.

FWIW Dept:  According to the FSM conculate 2 years ago, US postage will
get a letter to the Federated States of Micronesia, but is not valid for
their Postal Service - that is on an SASE.  They have approval to mint
their own postage 'for revenue'.  They still have a US ZIP code, so I
can only assume it's still true.

Pelau has a US ZIP code, but no idea about their 'outbound' mail procedures.
