You did not have to be a citizen in order to be drafted --- all you needed was the first papers (intention to become a citizen).  In the Marine Corps, I understand, citizenship was required in order to enlist.

Very interesting! When I was in basic training back in 1953 at Fort Dix (New Jersey to the uninformed) one of the trainees was from Panama. I believe he was drafted which would make me wonder if he were not a citizen, then why was he drafted.
