I remember reading about this in Time Magazine around the time that we gave up the Zone.  I believe Jimmy Carter was in office.  As I recall it said that a baby born in the Zone was not automatically a citizen, such as a baby born in Alabama or any other State.  I think this was done to keep Panamanians from coming into the Zone and having their babies, thus their automatically becoming U.S. Citizens. 
 
     There was this plus several other arguments on why the Canal Zone was not considered as part of the United States, which included U.S.  Postage stamps not being valid there.
