Whether we are at the top, the bottom or somewhere in the middle of the
sunspot cycle doesn't matter.  If it meets the criteria it should be added
to the DXCC list.  If it doesn't then it shouldn't.  At this point it is
only on the radar screen as it is way to early to know what exactly will
happen.  It could also create a removal (not a deletion).  But like I said
it is a little early to be to concerned at this point.
